The Nittaku Best anti is a classic anti top spin rubber that seems to have been around for ages. This is actually very popular in china among older players who do not have the footwork necessary to play a offensive game. It is a very tricky rubber, making all loops and smashes into a very dead, sinking shot. It is great for tricking people who loop, because instead of bouncing forwards, it bounce kind of straight up and sinks right down to the table. So, the opponent would have to have pretty good technique to be able to consistenly loop these balls. Additionally, it has some attacking capabilities, you can smash the ball a little like short pips.
